Council and housing association frameworks: how a small firm gets on one

A small firm gets on a council or housing association framework by bidding when it's tendered, usually for a lot that matches its trade and area. Standard frameworks run for up to four years and you can only join at the start. Open frameworks reopen at set points, and dynamic markets let you apply at any time. Winning a place only lets you bid for the work.

What is a framework and how does work come through it?

A framework is a long-term agreement between one or more buyers and a list of suppliers, on terms agreed up front. It isn't a contract for work. Jobs are awarded later as call-off contracts, either by a mini-competition between the suppliers on the framework or by direct award using a method set out in the framework.

Frameworks are usually split into lots by type of work and often by region: for example, void property refurbishment in one district, or gas servicing across a county. A small firm normally bids for one or two lots it can deliver well.

Councils and most housing associations use them because it saves running a full tender for every job. Housing associations are usually treated as contracting authorities because of the Regulator of Social Housing's oversight, though GOV.UK guidance says each one's position depends on its own funding and activities.

Can you join a framework that's already running?

It depends on the type. Run the check before you chase a buyer about a framework you've heard of.

Is it a dynamic market (the Act's replacement for a dynamic purchasing system)?
Is it an open framework?

Apply now

Suppliers can apply for membership of a dynamic market at any time. If refused, you can reapply. Calls for work then come through competitions among members.

Wait for it to reopen

New suppliers can join when an open framework is reopened, which must happen within three years of the first award and then at least every five years. Ask the buyer when the next reopening is planned.

You can't join until it's re-tendered

A standard framework can't add suppliers after award. Note the end date, usually within four years, and prepare for the re-tender. Meanwhile, look at subcontracting to firms already on it.

Frameworks set up before 24 February 2025 run under the old Public Contracts Regulations and may have different terms. In Scotland, councils mostly follow Scottish procurement law, so check Public Contracts Scotland too.

What will a framework tender ask a small firm for?

Evidence that you can do the work safely, at the quality and scale of the lot, with proportionate checks on your finances. Under the Procurement Act, a public buyer can only set conditions about your legal and financial capacity and technical ability, they must be proportionate, and it can't demand audited accounts if you're not legally required to have them.

RAMS and a health and safety policy are the paperwork that eats evenings, and exactly what a framework tender scores. If yours needs work, start with the RAMS template and see Constructionline, CHAS, SafeContractor and SMAS compared.

How do you price a framework that runs for years?

Carefully, because your rates may have to hold for the whole term. Many repairs and maintenance frameworks are priced from a schedule of rates, where you quote a percentage adjustment or your own rate per item.

  1. Read the price review clause.

Is there annual indexation, and from when? If not, price in expected rises.

  2. Check minimum and maximum order values.

Small call-offs with travel can lose money at a rate that works on big ones.

  3. Price each item from your own build-up.

Labour, materials, travel and overheads per job. See tender pricing schedules and schedules of rates.

  4. Look at the scoring.

Frameworks are often weighted to quality; see how 70/30 tenders are scored.

  5. Write down your assumptions.

Response times, access and working hours. Use the qualifications template where the tender allows it.

How do you win work once you're on it?

By responding to every call-off you can do, fast and complete, and building a record with the buyer's officers. A framework place is a licence to bid; firms that ignore mini-competitions are often dropped at the next review.

Practical steps that help:

  • Name one person, perhaps you, to receive and answer call-off requests the same day.
  • Keep a short, current set of documents you can send with every response.
  • Track every call-off you price and win so you know if the framework is worth keeping.
  • Ask for feedback when you lose. Under the Act, an assessed tender gets an assessment summary with scores and reasons.

One property developer and builder we spoke to, with two directors and four or five live sites, was in talks about a possible 280 houses with councils. At that scale the call-off paperwork alone becomes a job, which is when firms start to look for help with it.

Where Nexley fits

Nexley is the AI back office for UK trade firms: five AI assistants run your tenders, quotes, buying, scheduling and invoicing. It connects to the tools you already work in, you run it all from WhatsApp, and you approve everything. £799 a month.

For frameworks, Nexley reads the framework tender or call-off request you forward on WhatsApp, lists the documents and deadlines, drafts the quality answers from your policies and past jobs, and prices the schedule of rates or the call-off from your own rates. You check and approve every answer and price before it's submitted.

Common questions

Does being on a framework guarantee work?

No. A framework sets out who may be awarded work and on what terms. Many suppliers on large frameworks get few call-offs, so look at how work is allocated before you put effort into the bid.

Where do I find framework tenders?

Framework tenders started under the Procurement Act 2023 are published on Find a Tender. See where to find construction tenders and how to win social housing tenders.

Do housing associations have to follow the Procurement Act?

Most are treated as contracting authorities, so yes for contracts above threshold. GOV.UK guidance says each housing association's position depends on its funding, oversight and commercial activity, so the tender documents will tell you which rules they're using.

Can a sole trader get on a framework?

Yes, if it meets the conditions for the lot. Small lots by area or trade suit small firms, and buyers must consider barriers SMEs face and can't ask for disproportionate evidence.
